well how do you fight slur then!? sure, his moveset is unfinished (SERIOUSLY!? just buster shot!? that cannot be right!), but still! if he isn't bonus stage only (WHY ARE THE CHAPTER 4 ROBOT MASTER LEVELS SO HIGH!? plz nerf so i can get further in!), where does slur show his judge face!?

You need to be Adrian, then you can fight any currently programmed Robot Master. Otherwise you can only fight the Mega Man 1-4 Robot Masters.
And some other ones but only 1-4 are complete sets.

There are more things than just sprites that need to be done. (Field, moveset, mecha etc)

Adrian can fight the same robots we can. The only difference is that he's unlocked Jewel Man, but nothing else.

Also, I want to unlocked Jewel Man.

Unfinished robot masters that have all of their sprites and dialogue like Jewel Man appear in bonus field 2. You just can't unlock them even if you do a buster only run through the stage.
