The Blaze and Burn abilities of the Flame Core Robot Masters are underwhelming at best, being equal or lesser than the Boost and Break abilities that don't require Flame Core.
For reference here is Attack Boost. And here is Attack Blaze.
We can cut the Four WE cost on Attack Blaze down to 2 WE with a Flame Core, equal to Attack Boost, but it's still 5% less for the actual boost. Even if they can be cut down to only 1 WE with their respective Robot Masters, it's still not worth bothering with when you could give your whole team that 10% with Attack Support, increase your Attack by 5% more with Attack Boost, or increase your Attack by six times as much with Attack Mode.
It could be much more useful at 20%, and some people might be willing to spend the 2 extra WE for using it on a Copy core to get a sort of Attack Mode Lite without as much of a downside. As it is though, it's not really worth using the Blaze/Burn abilities, even on their native Robot Masters.

I think you're forgetting something: Starforce, Field Multipliers, Same type bonus and Weaknesses. Unlike the Boost/Break abilities, which have a fixed 15% recovery, the Blaze/Burn can get a boost if the robot using it is Flame Core, raising it to 15%, and it can also get a bonus from the Field, they can get a boost from the Starforce, and Burn can get a 2x boost if the enemy is weak to Flame attacks. If you get the correct field multiplier, or if you have lots of Flame stars, the Blaze and Burn abilities can easily get to 100%, thus being able to either duplicate your stats, or completely nullify the enemy's. Thus, at least for me, the Blaze/Burn abilities are WAY more useful than the Boost/Break.
