Aqua Man Unlock Glitch

I just defeated Aqua Man with only neutral abilities within his Challenge Mode mission. Yet, despite seeing the message that I unlocked him, he did not appear on any of my teams. I even re-attempted the challenge, got the unlock message again, but I still didn't receive him properly.

Now that I think of it you're probably at a low level to unlock him maybe get all your characters to 100

I feel like if that were the case, I wouldn't have been able to unlock Pump Man and Acid Man earlier on.
