WT...!!! why dr. wily robots had more level than me?!

i pass chapter one of DR. Wily... i had everyone at 4-5 level robot, and see the second chapter... WOW... 22 level!? is this a bug or is legally part of the Dr. Wily mode?
WT...!!! why dr. wily robots had more level than me?!

It's not a bug. Dr. Light is 1-10, Wily is 11-20 and the secret character is 21-30.
