No matter what, I all was get beaten by Cut man, he always attack first, which enemies shouldn't do.

So This Probably Is supposed to be Strategies, But one thing you could do is Grind a bit In Gentle Countryside until you can Beat him.

Another Way is to Get robots that have his Weakness, The downside is that you won't get him.

What is your speed stat in comparison to Cut Man's? If Cut Man's speed is higher, then that should explain why he always attacks first.
